MINUTES
Authority Chairman Jon Fleagle called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

SOURCE DEVELOPMENT UPDATE - TIM GLESSNER (GANNETT FLEMING, INC.): Chairman Fleagle noted that, at the Authority’s last meeting, Leiter Pryor described two different treatment processes for hardness at the McCleaf well site. Questions were asked that he couldn’t answer, so Tim Glessner (Gannett Fleming) was requested to attend this meeting to provide additional information on the matter.
Mr. Glessner presented an outline of treatment options (see attached) and detailed discussion followed. Mr. Glessner will provide additional responses to questions which arose for the Authority’s review and further consideration.
WATER AND SEWER MAIN EXTENSION AGREEMENTS - BRIM BUILDERS: Leiter Pryor presented proposed Water and Sewer Main Extension Agreements from Brim Builders for the Brimington Farm Development. He noted that Brian McNew discussed the concept of a secondary feed through the development, as well as another on Welty Road, at the last meeting. Utility easements have been resolved and right-of-way agreements with the other property owners are in place. Solicitor Reichard has reviewed the documents submitted and noted that they are in order. The rights-of-way will be conveyed to the WBA when the lines have been completed.
It was noted that the secondary feed must be completed within two years of the agreement execution, within completion of 50% of the development, or within 90 days of issuance of the church’s building permit. Discussion followed regarding revisions to the cost figures on Agreement #3 of 3 of the Water Main Extension Agreements presented. The Borough’s Engineering Department has reviewed the plans and performed a hydraulic modeling analysis of the proposed development with the proposed system improvement, and is satisfied with all flows/pressures, etc. All required bonding will be in place.
Lee Layman made a motion to approve the Water Main Extension Agreements (#1 of 3, #2 of 3 and #3 of 3) for Brim Builders, subject to revision of the cost figures contained in Agreement #3-3. Allen Stine seconded; the motion passed unanimously.
It was noted that the Agreement for Rehabilitation of the Enterprise Avenue Pumping Station (#2 of 2) had been executed in the past, and the Sanitary Sewer Main Extension Agreement (#1 of 2) was presented for the Authority’s approval. Lee Layman made a motion to approve the Sanitary Sewer Main Extension Agreement (#1 of 2), subject to WTMA’s execution of the agreement for transfer of ownership of the relief line. Christopher Snively seconded; the motion passed unanimously.
WATER PRESSURE - ORCHARD ESTATES: Leiter Pryor reported that the distribution system improvements have been completed and the affected customers have been notified that the pressure in this area will increase by approximately 35 p.s.i. Bacteriological samples have been taken on the new main installation, and the pressure conversion will take place during the week of July 25, 2005.
WTMA WATER LINE LOCATION IN WBA TRANSMISSION MAIN RIGHT-OF-WAY: Leiter Pryor reported that construction is progressing with no noted conflicts or problems. Ira “Bud” Mickley has been doing the inspections. Locations of the main and conduit were discussed, the stream crossing has been made, and the line has been capped. WTMA will provide additional details regarding the interconnection at a later date.
POLICY REVISION - WATER AND SEWER MAIN EXTENSION AGREEMENTS: Leiter Pryor stated that the Authority’s current policy is that all capacity/distribution fees are collected at the time the Water Main Extension Agreement is executed. In response to Brim Builders’ request, he is proposing that the capacity fees be collected when the building permit is issued. This policy is consistent WTMA’s current policy and is already in place for the indirect water service area. He will prepare a spreadsheet for accurate record-keeping. Allen Stine made a motion authorizing Leiter Pryor to revise the Authority’s policy regarding payment of tapping fees (capacity portion). Lee Layman seconded; the motion passed unanimously.
BOROUGH EQUIPMENT RENTAL CHARGE REVIEW: The Authority held discussion regarding the Borough’s current rental rates, as a follow-up to information received at their last meeting. Lee Layman made a motion to request that Borough Council review and update their equipment rental rates. Christopher Snively seconded; the motion passed unanimously.
QUINCY HOME LOAN AGREEMENT MODIFICATION - D. LLOYD REICHARD, II: Lloyd Reichard reported that the documents created and executed in December, 2004 did not reflect/permit a variable interest rate for the Quincy Home Loan Agreement. A modification has been prepared to correct the mistake, and requires re-execution by Quincy Home and the WBA. Lee Layman made a motion to authorize the Authority Chairman to execute the modified Quincy Home Loan Agreement, as presented. Allen Stine seconded; the motion passed unanimously.
APPLICATION FOR WATER AND SEWER MAIN EXTENSION - QUAIL RUN: Leiter Pryor noted that he received Applications for Water and Sewer Main Extension for Quail Run (condos off Welty Road) today. The applications are for water and sewer service to 26 units, however it was noted that the sewage flow would go to WTMA. (Mr. Pryor has requested correspondence from WTMA noting their agreement for connection onto their line.) Christopher Snively made a motion to approve the Applications for Water and Sewer Main Extension for Quail Run, subject to approval from WTMA for the Sewer Main Extension. Lee Layman seconded; the motion passed unanimously.
WATER AND SEWER MAIN EXTENSION AGREEMENT - WEST END DEVELOPMENT: Leiter Pryor presented Water and Sewer Main Extension Agreements for West End Development (105 units behind Frick Company). He noted that the WBA agreed to serve the development several months ago, however the request was modified from 90 to 105 units. Accordingly, this is a re-submission of the original request. Mr. Pryor added that there is adequate sewer capacity for the additional units being proposed. Lee Layman made a motion to approve the Water and Sewer Main Extension Agreements for 105 units for West End Development, as presented. Allen Stine seconded; the motion passed unanimously. The Borough staff was requested to conduct a water pressure evaluation of this area.
PAY BILLS: Christopher Snively made a motion to approve payment of the following requisitions –
Water Requisition #05-11 - Borough of Waynesboro - $250,222.00 - Third Quarter Water Allocation
Water Requisition #05-12 - Ira G. Mickley - $450.00 - WTMA Water Line Inspection Services
Sewer Requisition #868 - Gannett Fleming Companies - $792.04 - Assistance in conducting a preliminary evaluation of needed improvements to bring the Enterprise Avenue Pumping Station into good working order for the period of April 2, 2005 through April 29, 2005
Source Development Fund (Water Requisition) #SD-108 - Gannett Fleming Companies - $288.70 - Engineering services related to development of a new groundwater supply, including Part A – well development services at Test Well Site No. 8 (McCleaf Property) for the period of April 30, 2005 through May 27, 2005
Source Development Fund (Water Requisition) #SD-109 - Gannett Fleming Companies - $104.89 - Engineering services related to development of a new groundwater supply, including Part A – Test Well No. 8 (McCleaf) for the period of May 28, 2005 through June 24, 2005
Source Development Fund (Water Requisition) #SD-110 - Gannett Fleming Companies - $3,430.60 - Annual services of the Authority’s consulting engineer as authorized under the Annual Services Agreement, including Part A – Preliminary Studies related to Well No. 8, as necessary to submit DEP Water Supply Permit Application for the period of April 30, 2005 through June 24, 2005
Lee Layman seconded; the motion passed unanimously.
TRANSFER OF OWNERSHIP OF RELIEF LINE: Lloyd Reichard reported that he has reviewed, and found acceptable, the proposed documents regarding the transfer of ownership of the relief line from WTMA. Mr. Pryor was requested to research responsibility for maintaining the meters. Christopher Snively made a motion to approve the agreement, as presented. Allen Stine seconded; the motion passed unanimously.
DEP CORRESPONDENCE RE: CHESAPEAKE BAY POINT SOURCE PLAN: The Authority acknowledged receipt of correspondence from DEP regarding potential future nutrient reduction goals.
Having no further business to discuss, the meeting adjourned at 10:00 p.m. on a Snively/Stine motion which passed unanimously.
