MINUTES



Authority Chairman Jon Fleagle called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 8:00 p.m. with the following in attendance:

 

Borough Authority Members – Jon Fleagle, Christopher Snively and Richard Starliper (arrived late). Allen Stine and Lee Layman were absent.


          Borough Staff – S. Leiter Pryor, Director of Utilities

                     D. Lloyd Reichard, II, Authority Solicitor


          Others – C. Harold Mumma, President of Borough Council



APPROVE MINUTES: Christopher Snively made a motion to approve the minutes of the June 28, 2005 and July 19, 2005 meetings, as written. Richard Starliper seconded; the motion passed unanimously.


SOURCE DEVELOPMENT UPDATE: Chairman Fleagle questioned the status of the Agreement of Sale for the McCleaf Well Site. Leiter Pryor stated that he had met with Craig McCleaf and that the Agreement was executed by Bruce and Warren, LLP. The documents will be forwarded to the WBA from the McCleafs’ Attorney. D. Lloyd Reichard stated that the Agreement of Sale was in order and recommended that the WBA execute the agreement. Jon Fleagle asked if the WTMA was notified of our intent to provide utility service to the proposed subdivision. The water and sewer mains would be installed by the WBA and the lots (other than the well site) would be WTMA customers. Leiter Pryor stated that he had discussed the matter with Mr. Barnhart and he was agreeable to WBA providing utility service to the subdivision. Leiter Pryor also stated that this was discussed at a joint Authority meeting and no problems were noted. Leiter Pryor was directed to send correspondence to WTMA confirming the mutual agreement regarding utility service to the subdivision. Richard Starliper made a motion to execute the Agreement of Sale. Christopher Snively seconded; the motion passed unanimously.


Chairman Fleagle opened the floor for discussion of the treatment options for the McCleaf well, based upon the additional information provided by Tim Glessner, Gannett Fleming. After a brief overview of the material, Mr. Fleagle asked for Leiter Pryor’s recommendation. Mr. Pryor stated that, after reviewing the additional information provided by Mr. Glessner, his recommendation is the nanofiltration membrane softening process. In his opinion, this treatment option has more flexibility than ion exchange. It can be easily adapted to remove nitrates, if needed, and is able to treat increases in raw water hardness levels. The initial capital expenditure is greater, but will be operationally less expensive in the long-run. After some additional discussion, Richard Starliper made a motion directing Leiter Pryor to contact Gannett Fleming and authorize them to begin the preliminary design work on the nanofiltration system in sufficient detail to satisfy the DEP requirements for completion of the Application for the Water Supply Permit. Christopher Snively seconded; the motion passed unanimously.


WATER PRESSURE - ORCHARD ESTATES: Leiter Pryor reported that distribution system improvements were a success, and that the water pressure in the Harper Drive area was increased by about 35 psi. The fire hydrant on Harper Drive was placed back in service after a static pressure reading of 54 psi was recorded. Leiter Pryor was directed to contact the developer to request a capital contribution toward the distribution system improvements.


WTMA WATER LINE LOCATION IN WBA TRANSMISSION MAIN RIGHT-OF-WAY: Leiter Pryor reported that WTMA’s construction activities in the transmission main right -of-way are completed, and no major problems were noted. Ira (Bud) Mickley provided the inspection services for the project. The Borough’s Engineering Department will be provided with “as-built” drawings when they are completed by WTMA.

  

APPLICATION FOR WATER MAIN EXTENSION - SPRING MANOR: Leiter Pryor presented an Application for Water Main Extension for the Spring Manor Development located on Stottlemyer Road. The application is for 24 units within the WBA direct service area. Mr. Pryor stated that the Borough’s Engineering Department has reviewed the request, and no problems with pressure were identified. Chris Snively made a motion to approve the Application for Water Main Extension. Richard Starliper seconded; the motion passed unanimously. Jon Fleagle noted that a small section of 6" water main was installed (at the developer’s expense) from the south side of Stottlemyer Road, just inside the property line of the development, to accommodate a request from the Washington Township Supervisors regarding the upcoming paving of Stottlemyer Road.


QUAIL RUN CORRESPONDENCE: Leiter Pryor noted that he received correspondence from WTMA agreeing to accept the sewage flow from the Quail Run Development. WTMA has agreed to accept the flow from the development under the terms and conditions of the Sewer Transportation Agreement. WTMA will require that a flow metering station be installed by the developer. This requirement will be incorporated into the Sewer Main Extension Agreement between the WBA and the developer.


REQUEST FOR SEWAGE PLANNING EXEMPTION - LLT PARTNERS, LLC: Leiter Pryor presented a Request for Planning Exemption for LLT Partners, LLC. The request is for 18 proposed units located on Polktown Road. Richard Starliper made a motion to grant the planning exemption request. Christopher Snively seconded; the motion passed unanimously.


REQUEST FOR SEWAGE PLANNING EXEMPTION - DARLENE PATTERSON PROPERTY: Leiter Pryor presented a Request for Planning Exemption for the Darlene Patterson Property. The request is for 91 units located on Tick Ridge Road. Richard Starliper made a motion to grant the planning exemption request. Christopher Snively seconded; the motion passed unanimously.


COMMENTS ON RE-ZONING REQUESTS: There was a brief discussion regarding the correspondence from the Washington Township Supervisors for various proposed re-zonings within the Township. No formal comments were noted.


PAY BILLS: Christopher Snively made a motion to approve payment of the following requisitions –

 

Sewer Revenue Fund #SA-21 - Borough of Waynesboro - $50,000.00 - Sewer Allocation

 

Sewer Requisition #869 - Agricultural Analytical Services Laboratory - $325.00 - 1 DEP Permit 271-Biosolids

 

Water Requisition #05-13 - Ira G. Mickley - $2,137.50 - WTMA Water Line Inspection Services


Richard Starliper seconded; the motion passed unanimously.


Having no further business to discuss, the meeting adjourned at 9:30 p.m. on a Starliper/Snively motion, which passed unanimously.
