MINUTES
Authority Chairman Jon Fleagle called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

APPROVE MINUTES: Allen Stine made a motion to approve the minutes of the February 21, 2006 meeting, as written. William Pflager seconded; the motion passed unanimously
SOURCE DEVELOPMENT UPDATE: Leiter Pryor reported that the last response from Gannett Fleming indicated they are still awaiting a reply from DEP on the water permit. Gannett Fleming has reported that DEP will require the WBA to submit a 537 Module for the upgrade to the West Penn Pumping Station. There will be no fee due to the fact that the flow will be under 50,000 gpm. An advertisement will be published in The Record Herald, and plans will be made available for review at Borough Hall. Leiter Pryor will work with Gannett Fleming on the Application.
Allen Stine asked about the fence that was left at the well site by the former owner. Lee Layman said he will contact the owner and see if he can get this matter taken care of.
STRUCTUAL INSPECTION AND REPAIR (WATER PLANT): Mr. Pryor presented a letter of recommendations from Gannett Fleming to repair the leaks at the clarifiers and filters. The one method of repair is to empty the media from the tanks and coat them with Aquafine Vapor Coating, and then place an epoxy paint over the vapor coating, at a cost of approximately $6000.00/clarifier and $8,000.00/filter (plus the cost of removing and replacing the media). The filter media has a life expectancy of 20 years, which is approaching. One of the clarifiers is off-line now and the media is removed. The staff at the Water Plant feels they can do the work themselves. After checking with the product manufacturer, it must be installed by a certified applicator in order to receive the 10-year warranty. The training is in Maryland and is free. A motion was made by Allen Stine to send two (2) individuals to the training, and to treat one (1) clarifier (at a cost of approximately $3,000.00, to be paid from the maintenance account). William Pflager seconded; the motion passed unanimously.
Mr. Pryor reported that the flow in the pipe vault has been redirected and 50% of the leaking has stopped. The staff will be sealing this channel by re-caulking the joints.
REQUEST FOR ANNUAL BIKE RIDE (GETTYSBURG BIKE SHOP): Jon Fleagle asked Solicitor Lloyd Reichard if the insurance documents looked in order. Mr. Reichard stated that they did. A motion to approve the request was made by Lee Layman. William Pflager seconded; the motion passed unanimously.
SEWER OVERFLOW (WEST FIFTH STREET): Mr. Pryor presented a letter from citizens of the 100 block of W. Fifth Street noting that, during the heavy rains earlier this month, the sewer backflowed into their yards, houses and street. Scott Crum reported that there is an inverted siphon in this area, which is a standard engineering practice for getting gravity sewer lines under obstacles such as streams and rivers. Jon Fleagle stated that this back-up occurred because of the storm sewers not handling the flows. Scott Crum made a recommendation to place some water-tight lids in areas known for flooding. Mr. Pryor stated that sewer odor will increase if too many water-tights are placed in an area.
WATER SERVICE LEAK (PRICES CHURCH ROAD): Mr. Pryor reported that there is a leak on a private service line. He explained that there is a master meter on Frick Avenue and a 2" service line feeding five (5) meters along Prices Church Road. When reading the master meter and the five other meters, there was a difference. A letter was sent to the two property owners affected, and they have stated that they will work on getting this fixed. The leak is small and Mr. Pryor informed them that most of the time when you fix a leak on an old 2" galvanized line, a new leak forms and the line should be replaced with plastic. Jon Fleagle asked Mr. Pryor to keep on top of this and not let it leak for an extended period of time.
WATER SERVICE REQUEST (W. EIGHTH STREET- ROBERT FRY): Leiter Pryor noted that after getting his sewer bill at the unread meter rate, Mr. Fry has decided to reconnect to Borough Authority water. A letter was sent to Mr. Fry stating that all connections to his well would need to be disconnected to avoid any cross-contamination.
BROAD STREET RESERVOIR PAINTING: Mr. Pryor noted that the painting specifications have been finished and were ready for the bidding process. William Phager made a motion to advertise the bid. Lee Layman seconded; the motion passed unanimously
SHEFFIELD MANOR: Mr. Pryor noted that Gannett Fleming had submitted their Level of Effort Plan, and the price was to be under $9,000.00. Some of the work could be done in- house. Jon Fleagle stated to pass this on to the developer.
GATES AT THE IMPOUNDMENT DAM: Jon Fleagle asked Mr. Pryor the status of the gate near the turn. Mr. Pryor stated that the gate would be on State property and he had been in contact with Gary Zimmerman. Mr. Pryor will follow-up on this.
TEMPORARY RIGHT-OF-WAY (WELL SITE - LOTS 1 AND 2): Mr. Pryor presented an agreement that was discussed at last month’s meeting regarding the temporary right-of-way from the sellers’ attorney. Solicitor Lloyd Reichard stated that the agreement was “in line” with what was discussed, and that it needed signed by the Authority. Lee Layman made a motion to sign the agreement. William Pflager seconded; the motion passed unanimously
TIMBER THEFT: Mr. Pryor noted that the preliminary hearing has been continued again and is set for next Wednesday.
PAY BILLS: Allen Stine made a motion to approve the payment of the following requisitions –
