MINUTES

 

 

Authority Vice-Chairman Allen Stine called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

 

Borough Authority Members – S. Allen Stine, Lee Layman, Christopher Snively and William Pflager; Jon Fleagle was absent

 

           Borough Staff – S. Leiter Pryor, Director of Borough Utilities

                       D. Lloyd Reichard, II, Authority Solicitor

                       Scott Crum, Draftsman-Inspector

 

APPROVE MINUTES: Minutes from the previous meeting were not finished.

 

SOURCE DEVELOPMENT UPDATE: Leiter Pryor reported that Gannett Fleming has responded to DEP comments and has heard no response on the Water Supply Application. Mr. Pryor reported that the Land Development Plan has been approved by the Washington Township Supervisors and will be recorded this week in the County Courthouse. Mr. Pryor stated that he has not heard anything about the grant money from Senator Shuster’s office.

 

BROAD STREET RESERVOIR PAINTING: Mr. Pryor reported that bids for the painting of the Broad Street Reservoir were opened on September 14, 2006, with Utility Service Company, Inc. being the low bidder at $44,000.00. Mr. Pryor received a letter from Utility Service Company, Inc. withdrawing their bid (they reversed the dimensions of the tank). The next low bidder was Valley Painting, Inc. at $79,000.00. We have the option to award the bid or to re-bid. Mr. Pryor reported that our rough quote two years ago was from Utility Service Company, Inc. for $90,000.00. . A motion to award the bid to Valley Painting, Inc. for $79,000.00 was made by Lee Layman. William Pflager seconded; the motion passed unanimously.

 

CINGULAR WIRELESS PROPOSAL: Mr. Pryor reported that he received a proposal from Md7, LLC, which is a company hired by Cingular Wireless to negotiate lease management services. Their offer is for a five-year guaranteed rent of $1,150.00 per month. Our current lease contains a 60-day termination clause and six months’ guaranteed rent of $1,500.00. Question was asked about the expiration of the current lease. Mr. Pryor stated that it was 2012. Chris Snively stated that he feels this company is just trying to lower the rent and that Cingular is not going to remove their equipment anytime soon. . A motion to take no action was made by Lee Layman. Chris Snively seconded; the motion passed unanimously.

 

WATER SERVICE LEAK (PRICES CHURCH ROAD): Mr Pryor stated that the properties on the leaking 2" water line have drilled wells instead of replacing their service line. The meters have been removed and final bills have been sent. The final billing was pro-rated to reflect the reading on the master water meter located at the end of Frick Avenue. This meter reading will include any water leakage on the service line.

 

LAMAR HORST (CHICKEN FARM): Mr. Pryor stated that he had received plans for a chicken house on the Lamar Host property at the intersection of Tick Ridge Road and Buchanan Trail East. The barn will be connected to the public sewer but will have a well drilled. Question was asked by Allen Stine about the reason they were not going to public water and if the chicken manure would be going to the sanitary sewer. After looking at the plans, it appears that the barn is 1000' from the water line. Mr. Pryor was directed to get in touch with Washington Township Municipal Authority and request an inspection of the sanitary sewer line to insure no chicken waste will be entering the sanitary sewer system.

 

RIGHT-OF-WAY (RICHMOND): Mr. Pryor presented a Right-of-Way Agreement and a Maintenance Agreement to the Authority. The Right-of-Way Agreement will go before Borough Council tomorrow night. The Maintenance Agreement is for a 2" pressure sewer line to be installed in East Fourth Street from Myrtle Ave. to the manhole east of Clayton Ave. The Richmonds’ septic system has been failing for about a year, and they would like to connect to the public sanitary sewer system. Allen Stine asked about the other houses in that area and if they were on public sewer. Mr. Pryor stated that he was unsure, but would check billing records. Allen Stine asked why are there still septic systems in the Borough of Waynesboro. He feels that they all should be made to connect to the public sewer. Chris Snively remarked, do we really want to pursue this? Allen Stine replied, we need to look into getting rid of the on-lot systems. Allen Stine questioned if the Maintenance Agreement transfers with the property. Lloyd Reichard directed him to where the wording was in the agreement. A motion to approve the Maintenance Agreement was made by Lee Layman. William Pflager seconded; the motion passed unanimously

 

2007 WATER & SEWER BUDGET REQUESTS: Mr. Pryor gave an overview of the requested items. He will be meeting with the department heads and Lloyd Hamberger next week to get preliminary budget figures. Mr. Pryor noted that he will need to hold a special meeting with the Authority for the purpose of discussing the proposed 2007 water and sewer budgets.

 

RONNIE MARTIN: Mr. Pryor noted that he received a FAX from Washington Township Municipal Authority regarding a development located along Stottlemyer Road that Ronnie Martin had presented to them. The Washington Township Municipal Authority has told Mr. Martin that Waynesboro can serve this development under the terms and conditions of the indirect water service area agreements. The development is between Martins Ridge and Harper Drive. No plans have been received as of yet, so we are not sure if there will be elevation problems or not.

 

PAY BILLS: Lee Layman made a motion to approve payment of the following requisitions –

 

Sewer Revenue Fund Requisition #SA-28 - Borough of Waynesboro - $125,000.00 - Sewer Allocation

 

Water Requisition #06-17 - Gannett Fleming Companies - $76.00 - Annual services of the Authority’s consulting engineer as authorized under the Annual Services Agreement for the period of June 24, 2006 through August 4, 2006

 

Water Requisition #06-18 - Gannett Fleming Companies - $160.94 - Preliminary studies related to inspection and evaluation of the seepage problem at the Water Treatment Plant for the period of June 24, 2006 through August 4, 2006

 

Hollengreen Utilities Escrow Account Requisition #HE-02 - Gannett Fleming Companies - $2,752.35 - Design Phase engineering services relative to the Enterprise Avenue Wastewater Pumping Station Upgrade for the period of May 27, 2006 through June 23, 2006

 

Hollengreen Utilities Escrow Account Requisition #HE-03 - Gannett Fleming Companies - $16,745.63 - Design Phase engineering services relative to the Enterprise Avenue Wastewater Pumping Station Upgrade for the period of June 24, 2006 through August 4, 2006

 

Hollengreen Utilities Escrow Account Requisition #HE-04 - Borough of Waynesboro - $66,881.38 - Reimbursement of costs (12" Water Upgrade - S. Broad Street) and (Brimington Farms - Mickley Inspection Services)

 

Source Development Fund (Water Requisition) #SD-139 - Gannett Fleming Companies - $7,435.10 - Preliminary design of Well No. 2 membrane facilities to support permitting approvals for the period of June 24, 2006 through August 4, 2006

 

Source Development Fund (Water Requisition) #SD-140 - Washington Township Supervisors - $68.02 - Engineering fees for review of Well #2 Land Development

 

Source Development Fund (Water Requisition) #SD-141 - Borough of Waynesboro - $53,746.71 - Reimbursement of Costs (McCleaf Well Site Utility Installation)

 

Chris Snively seconded; the motion passed unanimously.

 

Having no further business to discuss, Lee Layman made a motion to adjourn at 9:00 p.m. William Pflager seconded; the motion passed unanimously.
