WAYNESBORO BOROUGH AUTHORITY

MINUTES

 

 

Authority Chairman Jon Fleagle called the special meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

 

Borough Authority Members – S. Allen Stine, Lee Layman, Jon Fleagle and Christopher Snively; Bill Pflager was absent

 

           Borough Staff – S. Leiter Pryor, Director of Borough Utilities

                       Gordon Cruickshanks, Operations Manager

 

 

PROPOSED 2007 WATER AND SEWER BUDGETS: Leiter Pryor presented a brief overview of the proposed 2007 water and sewer budgets. He indicated that year-end 2005 revenues were higher than budgeted and that 2006 revenues appear to be tracking above the 2006 budget projections for the water and sewer funds. Overall expenses were in line with the 2006 budget projections.

 

A review of the departmental capital items requests was conducted. Jon Fleagle requested that additional information be provided to the Authority for some of the items. Leiter Pryor was directed to obtain this information from Lloyd Hamberger and Dennis Benshoff. This information will be provided at the next budget session to determine the final approval and funding allocation of the capital items for 2007 water and sewer budgets.

 

Leiter Pryor presented a listing of the current fund balances for all Authority funds. He noted that the 1992 Refund Escrow Trust Fund was no longer needed and that the auditor suggested that this fund be closed out. After some discussion, Lee Layman made a motion to close out the 1992 Refund Escrow Trust Fund and deposit the balance of this account into the Water Construction Fund. Christopher Snively seconded; the motion passed unanimously. Jon Fleagle questioned the balance of the Source Development Fund. Leiter Pryor stated that the Act 313 grant in the amount of $200,000 was to be deposited in this fund, however the funding was put “on hold” earlier this year. Mr. Fleagle stated that he would contact Bill Shuster’s office and check on the status of the grant.

 

Jon Fleagle led a line item review of the proposed 2007 water and sewer budgets. Several minor revisions were requested. Leiter Pryor indicated that he would make the requested revisions and refine the budget figures as the information becomes available.

 

Having no further business to discuss, the meeting adjourned at 10:17 p.m. on a Stine/Snively motion which passed unanimously.
