MINUTES

 

 

Authority Chairman Jon Fleagle called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

 

Borough Authority Members – Jon Fleagle, S. Allen Stine, Christopher Snively and William Pflager

 

           Borough Staff – S. Leiter Pryor, Director of Borough Utilities

                       D. Lloyd Reichard, II, Authority Solicitor

                       Scott Crum, Draftsman-Inspector

 

APPROVE MINUTES: William Pflager made a motion to approve the minutes from the August 15, 2006, September 19, 2006, and October 3, 2006 special meeting, as written. Allen Stine seconded; the motion passed unanimously.

 

SOURCE DEVELOPMENT UPDATE: Mr. Pryor received an e-mail from Tim Glessner of Gannett Fleming that the permit has been written and advertised in the Pennsylvania Bulletin. Now there is a 30-day comment period after which we will receive the permit. Jon Fleagle stated that he had talked to Senator Shuster’s office and there might be some money for the grant in December. Mr. Pryor asked if he should follow-up with the Corps of Engineering with an e-mail asking about the status of the grant. He was advised to do so. The 537 planning module has been signed by the Washington Township Supervisors and the Franklin County Planning Commission. Mr. Pryor will forward it to Gannett Fleming for submission to D.E.P. later this week.

 

BROAD STREET RESERVOIR PAINTING: Mr. Pryor reported that the contractor has started working on the surface preparation of the tank. Valley Painting pressure-washed today and will finish tomorrow. There is a meeting scheduled for Thursday with the paint manufacturer to review the coating application techniques.

 

PROPOSED TIMBER HARVEST (CRAIG HOUGHTON): Mr. Houghton presented a map of an area along Cold Spring Road in Adams County that is overgrown with greenbrier and other weeds that is in need of clearing and replanting with new trees. This area was an abandoned farm site and it was originally planted in evergreens between 1940 and 1950. The proposed clear-cut area is approximately 23 acres with 2 acres of select-cut to remove dead and diseased trees. The approximate profit will be $9,000, according to Scott Kietzman with Gladfelter Pulpwood Company, with a cost of $5,400 for spraying the undergrowth and re-planting. There might be some additional work associated with the spraying and planting, so Mr Houghton’s profit projection is $3,200. Allen Stine made a motion to proceed with the timber harvest. Chris Snively seconded; the motion passed unanimously.

 

DMRQA CERTIFICATE OF RECOGNITION (SEWER PLANT): Mr. Pryor reported that the Sewer Treatment Plant has received special recognitions for their quality assurance sewer sample reporting. All samples analyzed were within the acceptable range. Jon Fleagle asked Mr. Pryor to draft a letter of congratulations for his signature for the Sewer Plant employees. Jon Fleagle inquired about how things at the Sewer Plant were running. Mr. Pryor reported that the bearing in the biotower will be replaced within the next few weeks. Mr. Pryor also stated that we are back to full staff at the plant.

 

ANTIETAM COMMONS WATER LEAK: Mr. Pryor received a letter from Travelers Insurance Company, which is Pave-x’s insurance carrier, denying payment for the claim submitted for the water leak several months ago. Mr. Pryor has been talking to the owner of the development regarding reduction of his bond. He has told Mr. Pryor that a check for the damage will be forthcoming. Allen Stine stated that we don’t release any of the bond till thisis taken care of. Mr. Pryor reported that the bond is held by the Washington Township Supervisors and Mike Christopher is working with us. Jon Fleagle stated that we can keep the valves off as another way to be ensured payment.

 

WATER REQUEST FROM WTMA: Mr. Pryor received a request for a 3/4" water service and 6" fire service in the Zullinger Industrial Park from the Washington Township Municipal Authority. Allen Stine questioned what impact a 6" fire service line would have on the rest of the Zullinger system if fully utilized in an emergency situation. Jon Fleagle asked Scott Crum to model this scenario and report the results during the next meeting.

 

UPDATE ON THE LEAK AT THE WATER PLANT: Mr. Pryor reported that the leak has slowed some after the staff coated the first clarifier. The next clarifier will be coated after the first of the year. The filter boxes will be coated when the filter media needs replaced.

 

DAM INSPECTION REPORT: Mr. Pryor handed out copies of the Antietam Dam Inspection Report for review and comment. Mr. Pryor reported that there are a few items that need to be taken care of – the most important is the main drain inlet pipe. The underwater inspection showed that the main drain pipe was silted over. This pipe has to be uncovered and the valve exercised. The Authority decided to review the report and comment at next month’s meeting.

 

2007 WATER & SEWER BUDGET: Leiter Pryor presented the proposed 2007 water and sewer budgets highlighting the requested Authority revisions. Mr. Pryor indicated that he was waiting for engineering estimates for the proposed water line replacements. Jon Fleagle questioned what percentage of the engineering budget was paid by the water and sewer funds. Mr. Pryor indicated that 86% of the engineering budget was paid by the water and sewer funds. After some discussion, Leiter Pryor was asked to request a reduction in the water and sewer engineering expense contribution from Lloyd Hamberger.

 

PAY BILLS: William Pflager made a motion to approve the payment of the following requisitions Chris Snively seconded; and the motion passed unanimously.

Water Requisition #06-21 - First Commonwealth Bank (Trust Division) - $900.00 - Paying Agent Fee for the period of 10/01/2006 to 09/30/007

 

Source Development Fund (Water Requisition) #SD-142 - Gannett Fleming Companies - $982.41 - Preliminary Design of Well No. 2 Membrane Facilities to Support Permitting Approvals for the period of August 5, 2006 through September 1, 2006

 

Having no further business to discuss, Allen Stine made a motion to adjourn at 9:35 p.m. William Pflager seconded; and the motion passed unanimously.
