MINUTES
Authority Chairman Jon Fleagle called the regularly scheduled meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

APPROVE MINUTES: Minutes from October 17, 2006 were amended to read “Congressman Shuster”. William Pflager made a motion to approve the October 17, 2006 minutes, as amended. Lee Layman seconded; the motion passed unanimously.
SOURCE DEVELOPMENT UPDATE: Mr. Pryor stated that he is still awaiting the Water Supply Permit from DEP – it has been written. Washington Township and Franklin County have signed the 537 module and it is currently under DEP review.
BROAD STREET RESERVOIR PAINTING: Mr. Pryor reported that the contractor has completed the painting of the tank. There are a few problems with the painting of the valve chamber that will need to be addressed before the final payment request is processed.
WATER AND SEWER EXTENSION (WAYNESBORO CONDOS): Mr. Pryor presented Water and Sewer Main Extension Applications for 34 units, along with development plans for the Waynesboro Condominium project. Mr. Pryor pointed out that the developer is proposing to construct a private pumping station and utilize an existing force main in a Borough alley, pumping to West Third Street. Jon Fleagle asked if any of our private pump stations were metered. Mr. Pryor reported that they were not metered. Jon Fleagle stated that the developer will need to have a Maintenance Agreement with the WBA and a Right-of-Way Agreement with the Borough for the force main in the alley. Mr. Fleagle asked what impact this development had on water pressures and flows in this portion of the distribution system. Scott Crum reported that, with looping an eight-inch water line through the development, flows were improved in that area of Waynesboro and water pressures are not a problem. William Pflager made a motion to approve the Water and Sewer Extension Applications. Lee Layman seconded; the motion passed unanimously.
WATER SERVICE REQUEST (INDIRECT) - MarRITE DEVELOPMENT: Mr. Pryor received a letter from Washington Township Municipal Authority in September with no drawings or elevations. He has now received the drawings and had the Borough Engineering Department review. Scott Crum reported that Lots 5-17 would need booster pumps, and fire protection would be limited at both cul-de-sacs. Allen Stine suggested that, with the pressure problems, they let Washington Township serve this development. Allen Stine made a motion to deny the request, for the reasons of water pressure and fire flow. Chris Snively seconded; the motion passed unanimously.
WAYNESBORO HIGH SCHOOL UTILITIES: Kevin Kozian of Eardman and Anthony presented plans for the Waynesboro High School renovations and addition. The plans showed the abandonment of the existing 4" service to the High School and a proposed 8" water line from Virginia Avenue to Enterprise Avenue in East Second Street, with a new 4" water service and a 6" fire service near Enterprise Avenue. A 2" water service was shown off of the 8" main to water the athletic fields. Mr. Pryor stated that the 2" water service would require capacity fees be paid. The 4" water service will just be moved and no capacity fees will be charged. Jon Fleagle suggested that the School District ask Waynesboro Borough Council about allowing the 2" water line to cross East Second Street from their proposed meter pit to the athletic fields. This would eliminate the capacity fee, as the 2" line would be private. Kevin Kozian showed the Authority the sewer lateral which will run from the east side of the addition to a manhole at the intersection of East Second Street and Enterprise Avenue. Jon Fleagle pointed out that sewer tapping and capacity fees will need to be paid on this lateral. Mr. Pryor stated that the additional capacity was figured from information received from Eardman and Anthony and would be approximately 3 EDU’s; and they will need to complete a Sewer Service Application. Kevin Kozian asked about a reduction in usage because of the new water-saving devices that would be incorporated in the renovation and new building. Mr. Pryor stated that the figures are from historical data and can be revisited at a later date. Jon Fleagle stated that, on the Water Main Extension Application, a profile of East Second Street would be needed showing the placement of the 8" water line. Mr. Pryor will have Kevin Grubbs, Head of Engineering Services, contact Kevin Kozian about what is needed for the extension.
WATER REQUEST FROM WTMA: Mr. Pryor received a request for a 3/4" water service and 6" fire service in the Zullinger Industrial Park from the Washington Township Municipal Authority, which was tabled at the October 17, 2006 meeting. More information on the impact of the fire flow from the 6" fire line was requested. Scott Crum reported that the 6" fire line, if fully opened, would decrease the water pressure in Zullinger (as any line of that size would.) He stated that, after review of sprinkler systems, a normal fire would only set 2 to 3 sprinkler heads off at about 25 g.p.m., which will not affect the Zullinger system. William Pflager made a motion to approve the request. Chris Snively seconded; the motion passed unanimously.
2006 ANTIETAM DAM INSPECTION: Jon Fleagle asked if the members had reviewed the report, as presented to them at the last meeting, and if there were any questions. No questions were asked. Chris Snively made a motion to accept the report. William Pflager seconded; the motion passed unanimously.
B2M2, LLC.: Mr. Pryor reported that he received a phone call from Washington Township Municipal Authority about this development. At their last meeting, the developer reported that he had a verbal agreement with the Waynesboro Borough Authority to contribute their sewage to the West Penn Pumping Station. Jon Fleagle advised Mr. Pryor to send Washington Township Municipal Authority and Mr. Blubaugh a letter stating that there is no agreement, and the developer needs to come before the Waynesboro Borough Authority as soon as possible because of upgrades that are pending for the pumping station.
GLEN OAKS SEWER: Mr. Pryor was contacted by Washington Township Municipal Authority about Glen Oaks Subdivision contributing 71 units of sewage to the Third Street Pumping Station. Scott Crum presented plans with the units highlighted that would be flowing to the Third Street Pumping Station. Mr. Pryor was asked about the capacity of the Third Street Pumping Station, and responded that we were at about 70% with all the approved developments figured in. Jon Fleagle asked what this would do to the Sewer Transportation Agreement; and Mr. Pryor stated that, with us adding Brimington Farms to the Washington Township Municipal Authority, we will need to offset that flow. A question was asked about what happens when we reach the 200,000 GPD that is specified in the Sewer Transportation Agreement. Mr. Pryor stated that we would have to re-negotiate the agreement, and Lloyd Reichard agreed. Allen Stine asked if this was a private or public sewer system. Scott Crum stated that he had not seen anything on the drawings stating that it was a private system. Lee Layman made a motion to approve the 71 units flowing to the Third Street Pumping Station. William Pflager seconded; the motion passed unanimously.
2007 WATER & SEWER BUDGET: Jon Fleagle questioned if there were any major changes to the proposed 2007 water and sewer budgets. Leiter Pryor stated that the Engineering Department’s general expenses were adjusted pursuant to the Authority’s recommendations at the October meeting. A 10% reduction in the engineering expenses was reflected in the budget information provided in the November packets. Mr. Pryor further stated that he refined the 2007 water and sewer revenue projections. After some discussion, Lee Layman made a motion to adopt the 2007 water and sewer budgets, as presented. William Pflager seconded; the motion passed unanimously
