OCTOBER 16, 2007
MINUTES
Authority Chairman Jon Fleagle called the meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:
Borough Authority Members – Jon Fleagle, S. Allen Stine, Christopher Snively, William Pflager and Lee Layman
Borough Staff – S. Leiter Pryor, Director of Borough Utilities

Public in Attendance - Tim Loughran from T-Mobile
APPROVE MINUTES: Christopher Snively made a motion to approve the minutes of the August 19, 2007 regular meeting as amended. Allen Stine seconded; the motion passed unanimously.
SOURCE DEVELOPMENT UPDATE: Mr. Pryor reported that the shop drawings for the membrane filtration equipment are progressing and are scheduled to be completed the beginning of November. Tim Glessner from Gannett Fleming is keeping the supplier on-track.
PA Rural Water Association had mentioned during a recent training session that they have very competitive interest rates. Mr. Pryor has contacted them for a financing proposal. He has also solicited a financing proposal from M&T.
ENTERPRISE AVENUE PUMPING STATION REHABILITATION: Mr. Pryor reported that the progress on the rehabilitation of the pump station is slow at this point. A lot of the equipment has been ordered and the general contractor is awaiting shipment. The new roof is finished, the muffin monster is installed, and the beam is installed to lift the pumps. The pumps should be arriving within the next few weeks.
There were several change orders submitted during the last job meeting for Authority consideration. They are as follows:
1. Replacement of defective sump pump $735.
2. Replacement of a defective plug valve on the force main and extend new force main thru the wall $3,111.
3. Replacement of railing on the first floor with new aluminum railing (one end to be removable) $3,080.
4. Replacement of railing in the wet well with new aluminum railing $1,794.
5. Installation of new aluminum trash rack with new aluminum channel mount slides $2,175.
Chris Snively made a motion to proceed with the change orders, seconded by Allen Stine; the motion passed unanimously.
T-MOBILE LEASE AGREEMENT: Tim Loughran of T-Mobile presented the Authority with a copy of the proposed Lease Agreement and Gannett Fleming’s remarks. Tim Loughran stated that the Lease Agreement and drawings have been revised to match Gannett Fleming’s remarks.
Tim Loughran stated that T-Mobile’s attorney still has questions about putting the lease in the Borough Authority’s name since this property is not directly listed in the Addendum to Lease and Assignment from the Borough of Waynesboro. Lloyd Reichard stated that standard Pennsylvania law states that a leased property may be sub-leased unless prohibited in the lease. Tim Loughran asked if we could add that deed to the Addendum to Lease and Assignment. Jon Fleagle stated that it had just been signed by the Borough of Waynesboro and he was not going to take it back with another change. Lloyd Reichard stated that it was included in the agreement as other properties involving the water system of the Waynesboro Borough Authority.
Tim Loughran stated that he will e-mail the new lease to Mr. Pryor, listing the WBA as the Lessor. Leiter Pryor was directed to forward a copy of the revised agreement to Lloyd Reichard. Tim Loughran asked about the time line for approval. Jon Fleagle stated that there will be a budget meeting prior to the next Authority meeting – if everything is in order by then, it could be added to the agenda; if not, then the next meeting will be in November.
SALVAGE TIMBER SALE (AWARD BID): Mr. Pryor reported on the Timber Sale bid opening. Gladfelter Pulpwood Company bid $10,005.80 and Monn Lumber Company bid $5,000.00. Lee Layman made a motion to award the bid to Gladfelter Pulpwood Company for $10,005.80, seconded by William Plager; the motion passed unanimously.
GYPSY MOTH SPRAYING (WATER SHED): Mr. Pryor reported that the Adams County gypsy moth coordinator is going to contact Tim Houghton to set up an on-site meeting. The coordinator still has no idea of the cost for spraying.
ADDENDUM TO LEASE AND ASSIGNMENT: Mr. Pryor reported that the Waynesboro Borough Council has approved the Addendum to Lease and Assignment . Jon Fleagle asked who will record this in the county courthouse. Lloyd Reichard stated that he could record the document. William Pflager made a motion to approve the Addendum to the Lease and Assignment, seconded by Chris Snively; the motion passed unanimously.
UTILITY SERVICE REQUEST (WALNUT KNOLLS - WTMA): Mr. Pryor presented plans for a seven-unit subdivision in the Township accessing off of Frick Avenue. Mr. Pryor stated that we have water capacity and the pressure to serve these units. Mr. Pryor will add in his letter that the sewage pumping station and all the sewer lines will be the responsibility of the property owners or WTMA. William Pflager made a motion to send the WTMA a letter stating that the Waynesboro Borough Authority will provide water and sewer to these seven (7) dwellings. Chris Snively seconded it: Allen Stine asked, why do we want to serve this property? Mr. Pryor informed him that this property is in the indirect water service area west of Route 316, which is defined as the mutually-exclusive indirect service area. The motion passed unanimously. Mr. Pryor will forward a copy of this letter to Mike McNully at DEP.
2008 WATER AND SEWER BUDGETS: A special budget meeting was scheduled for October 30, 2007 at 7:30 p.m. Mr. Pryor was directed to advertise this meeting.
