MINUTES

Authority Chairman Jon Fleagle called the special meeting of the Waynesboro Borough Authority to order at 7:30 p.m. with the following in attendance:

Borough Authority Members – S. Allen Stine, William Pflager, Christopher Snively, Jon Fleagle and Lee Layman

          Borough Staff – S. Leiter Pryor, Director of Borough Utilities

                     Dennis Benshoff, Maintenance Superintendent

2009 WATER AND SEWER BUDGET: Jon Fleagle requested that Dennis Benshoff review the proposed 2009 capital items and capital project listing. After some discussion, the 2009 water line rehabilitation projects were selected and are as follows:

          1.      Install a new 6" water line (high service) along North Church Street to Stottlemyer Road. This project is a “carryover” from 2008. The estimated project cost is $71,291 and is to be allocated to the Water Operating Fund.

          2.       Replace the existing 4" water line with a new 6" water line service along North Church Street to Stottlemyer Road. This project is a “carryover” from 2008. The estimated project cost is $54,445 and is to be allocated to the Water Operating Fund.

          3.      Replace a 2" water line in the alley from North Franklin Street to West North Street. The estimated project cost is $7,951 and is to be allocated to the Tank Maintenance Fund.

          4.      Replace the 2" water line on Northfield Avenue. The estimated project cost is $8,278 and is to be allocated to the Tank Maintenance Fund.

          5.      Replace the 4" water line located in the first alley east of North Church Street. The estimated project cost is $20,576 and is to be allocated to the Tank Maintenance Fund.

Jon Fleagle led the discussion of the proposed 2009 water and sewer budgets. Leiter Pryor was directed to make some minor revisions to both proposed budgets and have them ready for discussion at the regular WBA meeting in November.

PAY BILLS: Allen Stine made a motion to approve the payment of the following requisitions –

Hollengreen Utilities Escrow Account Requisition #HE-57 - Johnston Construction Company - $3,300.00 - Enterprise Avenue Pumping Station Rehabilitation (Contract Two - HVAC Work) - Estimate No. 8-Final for work performed up

                     To and including October 3, 2008

Water Construction Fund Requisition #WC-09 - Gannett Fleming Companies - $9,985.23 - Construction management services related to Membrane Treatment at Well No. 2 for the period of August 30, 2008 through September 26, 2008

Water Construction Fund Requisition #WC-10 - Johnston Construction Company - $156,522.51 - Construction of Well No. 2 Membrane Treatment Facility (Contract Two - General Construction) - Estimate No. 2 for work performed up to and including September 26, 2008

Bill Pflager seconded; the motion passed unanimously.

Having no further business to discuss, the meeting adjourned at 9:50 p.m. on Lee Layman/ Chris Snively motion which passed unanimously.
