MINUTES
Authority Chairman Jon Fleagle called the special meeting of the Waynesboro Borough Authority to order at 7:30 p.m., with the following in attendance:
Borough Authority Members – Jon Fleagle, Lee Layman, S. Allen Stine, Christopher Snively and William Pflager
Borough Staff – S. Leiter Pryor, Director of Borough Utilities
GANNETT FLEMING - WWTP PRELIMINARY EVALUATION: Jon Fleagle indicated that the purpose of the meeting was to discuss the various treatment options specified in the engineering report, and to make a decision on the compliance schedule that was included in the draft NPDES permit. Leiter Pryor indicated that if the WBA decided on the addition of Denitrification Filters, the proposed compliance schedule would be achievable; and if SBR’s were considered, additional time would be required to complete the construction project. Jon Fleagle led the discussion comparing the Filters to the SBR’s. The SBR’s have a higher capital cost and a lower annual operating cost, however the capital cost is significantly higher. Bill Pflager expressed concern about the impact of the construction on user rates. Leiter Pryor presented several scenarios of rate increase projections to cover the additional debt service for each treatment option. After much discussion, Leiter Pryor was directed to obtain additional information from Mark Malarich (and email the information to the members as it comes in) for discussion at the regular February meeting. Bill Pflager made a motion directing Leiter Pryor to request a 1-year extension of the compliance schedule from DEP. Allen Stine seconded; the motion passed unanimously.
Having no further business to discuss, the meeting adjourned at 9:45 on a Layman/Snively motion.
