                                                                SPECIAL MEETING

The meeting was called to order at 7:00 p.m. with the following in attendance:

Borough Council – C. Harold Mumma, Charles McCammon, Lorena Newcomer, Stephen Monn, Richard George and John Cook

          Mayor Louis M. Barlup, Jr.

Others in Attendance – Lloyd R. Hamberger, II, Borough Manager and Councilmen-elect Craig Newcomer, Jason Stains, Allen Porter and Allen Berry

BUDGET 2006: The Borough Manager briefly reviewed the 2006 budget. Charles McCammon motioned to accept the tentative budget and authorize advertisement and display for formal adoption. Lorena Newcomer seconded and the motion passed unanimously.

TAX ORDINANCES: The Tax Ordinances for EMST, per capita and property taxes were discussed. John Cook motioned to authorize advertisement of the taxes for adoption. Charles McCammon seconded and the motion passed 5-1, with Mr. Monn voting nay.

TAX PAYMENT: Mr. Cook motioned to pay the Wage Tax Bureau 3% to collect the EMST and Delmos Oldham 3% to collect the per capita tax. Mr. McCammon seconded and the motion passed unanimously.

NEW COUNCIL: Mr. Hamberger was requested to review the powers of the new Council to modify the budget and tax structure.

The meeting adjourned at 7:25 p.m. on a McCammon/Cook motion.
