MARCH 23, 2006

                                                                WAYNESBORO, PA 17268

                                                                WORKSHOP MEETING

In attendance were:

Council Members – Allen Porter, Allen Berry, Craig Newcomer, Charles McCammon, Richard George and Jason Stains

          Mayor Richard Starliper

Staff – Lloyd R. Hamberger, II, Borough Manager

Public in Attendance – Stephen Monn, Darwyn Benedict and Ben Greenwalt

The Committee directed the Borough Manager to reschedule the Joint Committee meetings for 7:00 p.m. on the second Wednesday of each month.

The Committee directed the Manager to note the time for the Town Meeting on April 4th is 6:00 p.m.; not 6:30 p.m., as advertised.

The Committee went into executive session to discuss personnel matters at 7:10 p.m.

The Committee emerged from the executive session at 7:45 p.m.

Mr. George asked the members what they wanted to work on this year.

The Council noted they wish to explore the EMS tax and to meet with the Wage Tax Bureau to discuss the matter and come to some sort of decision prior to budget time in order not to make last-minute decisions. The Manager will meet with representatives of the Wage Tax Bureau and schedule the meeting.

The matter of downtown renovation and downtown cleanliness was discussed. Some ideas were to have a clean-up day scheduled and to keep the area in front of Borough Hall very clean as an example.

A joint meeting with the Planning Commission was suggested to discuss the planning and development issues in the Borough.

Mr. Newcomer explained the new bill paying procedure. The Manager was requested to send a copy of the bill report to all Council members when Mr. Newcomer receives his.

The Golf Course was discussed. Mr. George noted the Course has not shown a profit since the late 1990's. Council was concerned that the Course should at least break even. Mr. Stains noted the Recreation Board is working diligently to make improvements and correct the problems. The consensus was to wait until the end of the year to review the matter.

The meeting adjourned at 8:50 p.m.

                                                                Respectfully Submitted,

                                                                Lloyd R. Hamberger, II
