PUBLIC HEARING RE: ORDINANCE NO. 1044 (TOWN CENTER SIGNS)
Council President Richard George called the public hearing of the Waynesboro Borough Council to order at 7:00 p.m. with the following in attendance:
Borough Council Members – Allen Porter, Jason Stains, Craig Newcomer, Richard George, Charles McCammon and Allen Berry
Mayor Richard Starliper
Borough Staff – Lloyd R. Hamberger, II, Borough Manager
Dan Sheffler, Zoning-Code Enforcement Officer
Kevin Grubbs, Head of Engineering Services
Ray Shultz, Police Chief
Ron Flegel, Fire Chief
President George noted that the purpose of the hearing was to receive input on a proposed ordinance amending Ordinance No. 937, the Waynesboro Zoning Ordinance, with regard to permitted signs in the Town Center (TC) District. The hearing was duly advertised in The Record Herald on April 18th and April 25th, 2006. Those wishing to comment for the record were asked to rise while he administered the oath. He then asked for testimony from the Borough staff regarding advertisements, notices posted, etc.
Kevin Grubbs reported that the Waynesboro Planning Commission reviewed the proposed ordinance at their meeting in March 2006, at which time they made a recommendation to Borough Council to proceed with its advertisement. A copy of the proposed ordinance was sent to the Franklin County Planning Commission on March 24th. Their response (received on April 19th) indicated that they feel the ordinance should be amended, and that the proposal is in accordance with the Municipalities Planning Code. As noted previously, the advertisement for the ordinance’s consideration was published in The Record Herald on April 18th and April 25th.
Mr. George noted that no other individuals took the oath when it was administered, so he assumed that no one else wished to speak regarding this matter.
Councilman McCammon then opened Council’s discussion on the matter by asking why the ordinance is being amended, as the only change he noticed was in the maximum permitted sign area (from 20 s.f. to 40 s.f.) Mr. Hamberger explained that there are currently no regulations regarding signs in the Town Center (TC) zone. They are not included in the existing Zoning Ordinance – it deals with other zones, but not the TC. The Borough’s legal counsel has advised that this ordinance be adopted while the entire Zoning Ordinance is being reviewed.
Further discussion and clarification followed regarding the proposed ordinance, and Mr. McCammon reiterated his opinion that the sign size should not be increased.
Hearing no additional comments or questions from Council, President George declared the hearing adjourned at 7:10 p.m.
