PUBLIC HEARING RE: 2007 CDBG PROGRAM
Council President Richard George called the public hearing to order at 7:00 p.m. with the following in attendance:
Borough Council Members – Allen Porter, Craig Newcomer, Richard George, Charles McCammon and Allen Berry (Jason Stains was absent)
Mayor Richard Starliper
Borough Staff – Lloyd R. Hamberger, II, Borough Manager
Denny Benshoff, Maintenance Superintendent
Kevin Grubbs, Head of Engineering Services
Melissa Dively, Borough Solicitor (Salzmann Hughes, PC)
Ray Shultz, Police Chief
Others – Erik Genga (Mullin and Lonergan Associates, Inc.)
Mr. George stated that the purpose of the hearing was to receive comments and input on the proposed 2007 Community Development Block Grant Program for the Borough of Waynesboro. (This is the second hearing required by the CDBG program.) Council has selected the following items for the 2007 CDBG program:
1. Downtown Revitalization $ 40,451
2. Street Improvements $ 94,386
3. Administration $ 29,598
TOTAL: $164,435
The hearing was advertised in accordance with rules and regulations of the CDBG program. Mr. Erik Genga of Mullin and Lonergan Associates (the Borough’s CDBG consultants) was present to explain the program and proposed projects, and answer any questions.
Mr. Genga reiterated that this is the second of two (2) required public hearings for the 2007 CDBG program. During this hearing, proposed projects are presented; and comments/questions regarding those projects are heard.
He noted that CDBG funds are provided through the U.S. Department of Housing and Urban Development and administered by the PA Department of Community and Economic Development. This year’s allocation for Waynesboro is set at $164,435. These monies can be spent on several different items which must fall under one of three categories, including: (1) an area considered blighted (downtown Waynesboro was certified several years ago); (2) persons identified by HUD as low/moderate (new qualifications were released recently by HUD); and (3) for emergencies (very rare, but available).
The projects proposed for 2007 funding were mentioned earlier by President George. Mr. Genga noted that downtown revitalization has been an ongoing program in the Borough, and street improvements have also been done in the past. He then asked for questions and/or comments on the proposed projects and/or funding – none were heard.
Mr. Genta stated that the deadline for the 2007 application submission has been extended to May 4, 2007.
Hearing no comments from the public or Council, the hearing adjourned at 7:04 p.m.
