PUBLIC HEARING RE: MODIFICATIONS TO 2004 STATE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Council President Richard George called the public hearing to order at 7:35 p.m. with the following in attendance:
Borough Council Members – Allen Porter, Jason Stains, Craig Newcomer, Richard George and Charles McCammon (Allen Berry was absent)
Mayor Richard Starliper
Borough Staff – Lloyd R. Hamberger, II, Borough Manager
Denny Benshoff, Maintenance Superintendent
Kevin Grubbs, Head of Engineering Services
Melissa Dively, Solicitor (Salzmann Hughes, PC)
Ray Shultz, Police Chief
Ron Flegel, Fire Chief
Mr. George stated that the purpose of the hearing was to provide an opportunity for citizens to comment on changes to the distribution of 2004 Community Development Block Grant funds. He explained the Borough’s intentions to add a new project described as ADA Curb Cuts (Borough-wide). The Borough will be moving $56,000 from the existing Housing Rehabilitation line item and $21,000 in the existing Street Improvements line item into the new ADA Curb Cuts line item. This will total $77,000 being utilized to fund the ADA Curb Cuts line item. Moving the $56,000 from FY 2004 Housing Rehabilitation will effectively cancel that line item.
The hearing was advertised in accordance with rules and regulations of the CDBG Program in The Record Herald on April 25, 2007.
Comments from the public were requested.
Frank Bittner, 842 Anthony Avenue - Mr. Bittner questioned if the projects outlined have been budgeted for 2007. Mr. George explained that CDBG monies are provided for these types of improvements (the funds are not spent from taxpayers’ money); and the public hearing is required to report on modifications being made to funds distribution within the program.
Ronald Martin, 66 State Hill Road - Mr. Martin asked for clarification on the administrative costs allocated each time a project is done with CDBG funds. Mr. Hamberger noted that these costs include completion of the required paperwork and reports by the consultants, as well as staff time and advertising costs. He added that the total amount allocated for administration is not usually spent, and the residual is then re-allocated back into projects.
Hearing no further comments, the hearing adjourned at 7:42 p.m.
