                                                                PUBLIC HEARING RE: TRAFFIC STUDY                                                                 ORDINANCE



Council President Craig Newcomer called the public hearing of the Waynesboro Borough Council to order at 7:15 p.m. with the following in attendance:

 

Borough Council Members – Benjamin Greenawalt, C. Harold Mumma, Craig Newcomer, Ronald Martin and Charles McCammon (Jason Stains was absent)


          Mayor Richard Starliper was absent


          Borough Staff – Lloyd R. Hamberger, II, Borough Manager

                     Denny Benshoff, Maintenance Superintendent

                     Kevin Grubbs, Head of Engineering Services

                     Melissa Dively, Borough Solicitor (Salzmann Hughes, PC)

                     Jody Sanders, Deputy Fire Chief



Mr. Newcomer stated that the purpose of the hearing was to receive input on a proposed ordinance amendment to Ordinance No. 944, the Waynesboro Subdivision & Land Development Ordinance, with regard to traffic study impact reports.


The hearing was duly advertised in The Record Herald on March 18, 2008. The oath was then administered to Kevin Grubbs, who testified to the following –

 

                   February 11, 2008 – the proposed ordinance was reviewed by the Waynesboro Planning Commission. Revisions were requested for review at their March meeting.

 

                   February 20, 2008 – Borough Council approved proceeding with the proposed ordinance, as written (if any changes were recommended, revisions could be made to the ordinance at a later date).

 

                   February 28, 2008 – a copy of the revised ordinance was sent to the Franklin County Planning Commission for review and comment.

 

                   March 10, 2008 – the Waynesboro Planning Commission reviewed the revised ordinance and recommended that Borough Council proceed with adoption.

 

                   March 12, 2008 – the Franklin County Planning Commission reviewed the proposed ordinance and stated that the ordinance was in compliance with the Franklin County Comprehensive Plan.

 

                   March 18, 2008 – the proposed ordinance was advertised in The Record Herald for Council’s consideration.


Hearing no further comments from the public, the hearing was closed at 7:19 p.m.
