SPECIAL MEETING
President Craig Newcomer called the meeting to order at 6:00 p.m. with the following in attendance:
Councilmen – Craig Newcomer, C. Harold Mumma, Ronald Martin, Charles McCammon and Benjamin Greenawalt
Mayor Richard Starliper

The meeting was called to discuss the proposed Joint Comprehensive Plan between the Borough and Washington Township. The planning commissions of the two communities have been meeting jointly for over 16 months and have the plan developed with some minor revisions they will make at the next meetings of the two commissions.
Councilman Martin suggested to modify Section 3-G of Historical, Cultural and Artistic Resource Actions to read – Minimize use of drive-thru facilities in the Downtown Business District. Also: Item B on page 6-11 Options to consider include ....; and Item page 6-12 Scenic Resource Actions (in Township).
A discussion arose regarding the amount of recreation and open space and the need for additional, as well as the possibility of requiring developers to pay a fee in lieu of providing for recreation and open space in their developments. Council agreed to review the matter in the future. Pages 7-19.
Also add the phrase “Items to Consider” to the heading Community Facilities/Open Space and Recreational Actions on page 7-24. Also modify Item D under the above heading to read D. Where appropriate in the Township work with PENNDOT ...
Also, under Transportation and Circulation Plan, one objective is to relieve truck congestion on PA Route 16, particularly in the Borough – check with the Township if trucks will be permitted on Washington Township Boulevard.
On page 8-12 under Traffic Light/Signal Improvements, it is S. Potomac Street, not Road. Also, add an Item: 8. North East Avenue.
On Item Page 8-27 – Shoulder Improvements – add in Township.
Page 8-30 – there are no scenic roads in the Borough.
Page 9-2 – Under “Update Zoning Ordinance”, add – “Consider the following as appropriate”.
Page 9-10 – Item C: add in the Township for Conservation Zoning items.
Page 9-19, Item LL: Modify to read “Add dedicated bike lane/signage on Borough streets where feasible”.
The meeting adjourned at 7:30 p.m.
