                                                                PUBLIC HEARING RE: 2009 CDBG PROGRAM                                                                 AND CDBG-R (STIMULUS/RECOVERY FUNDS)



Council President Craig Newcomer called the public hearing to order at 7:00 p.m. with the following in attendance:

 

Borough Council Members – Benjamin Greenawalt, Jason Stains, C. Harold Mumma, Craig Newcomer, Charles McCammon and Ronald Martin


          Mayor Richard Starliper


          Borough Staff – Lloyd R. Hamberger, II, Borough Manager

                     Kevin Grubbs, Head of Engineering Services

                     Melissa Dively, Solicitor (Salzmann Hughes, PC)

                     Denny Benshoff, Maintenance Superintendent

                     Dan Sheffler, Zoning-Code Enforcement Officer


          Others – Erik Genga, Mullin & Lonergan Associates, Inc.



Mr. Newcomer noted that the Borough held a public hearing on March 18, 2009 to solicit the view of citizens on the types of projects which should be carried out with the approximately $159,000 in CDBG funds. The Borough now anticipates receiving $161,974 in FY 2009 CDBG funds, as well as $33,470 ARRA Stimulus funds through the CDBG program. This hearing was advertised in accordance with rules and regulations of the CDBG program.


Mr. Newcomer introduced Erik Genga of Mullin & Lonergan Associates, Inc., and requested he present the Borough’s program and uses. Mr. Genga explained the acceptable uses, and then explained the Borough’s proposed uses, as follows:

 

          1.       Downtown Revitalization        $ 39,845

           2.        Street Improvements             $116,444 ($33,470 of the funds will be ARRA funds)

           3.        ADA Curb Cuts                      $ 10,000

           4.        Administration                        $ 29,155


Mr. Genga also distributed notices to members of the public who were present, and explained the ARRA (CDBG-R funds for streets).


Councilman Martin asked if St. Andrews Drive was removed from the CDBG-R funds. Mr. Hamberger explained that the project was too costly for the $30,000 (or so) in CDBG-R funds, and explained that the streets on the list for CDBG-R were as follows:


          Garfield Street - from Brown Street to Eden Avenue

          King Street - from N. Potomac Street to N. Church Street

 

The hearing adjourned at 7:08 p.m.
