                                                                SPECIAL MEETING



A special meeting of the Borough Council of the Borough of Waynesboro has held on Wednesday, December 23, 2009 in Council Chambers, 57 East Main Street, Waynesboro, PA.

 

Council members in attendance:  

          Mayor Richard Starliper

          Craig Newcomer, President of the Borough Council

          C. Harold Mumma, Vice-President of the Borough Council

          Benjamin Greenawalt

          Ronald Martin

          Charles McCammon

          Jason Stains


Borough officials in attendance:

          Lloyd Hamberger, Borough Manager

          Daniel Sheffler, Code Enforcement Officer

          Kevin Grubbs, Head of Engineering Services



The meeting was called to order at 6:55 p.m. by President Craig Newcomer. Following the Pledge of Allegiance, President Newcomer stated that the purpose of the special meeting was to make a decision on a motion made by Councilman Martin at the previous Council meeting, that motion being:


To appoint Daniel Sheffler as the Borough Code Officer, with Kevin Grubbs and Scott Crum as alternates, and to allow two inspection services in the Borough – Accredited Services and Commonwealth Code Inspection Services – to do third-party inspections.


Councilman McCammon stated that he doesn’t think anyone should be designated, like Commonwealth, and that it should be left open to anyone who has a Pennsylvania license.


President Newcomer asked Councilman Martin if he wanted to restate his original motion as it was left on the floor, or if he wanted to retract that motion. Councilman Martin replied that he wanted to withdraw his original motion. Councilman McCammon also withdrew his second to the original motion.


Councilman Martin said that based on what was learned during the workshop session concerning the responsibilities of the B.C.O., he wished to make a motion to entirely do away with the BOCA of 1996 and have just the one inspection service, Accredited Services, as the B.C.O. for Waynesboro. And that way no Borough staff would be B.C.O.’s.


Councilman Martin further stated that he felt it wouldn’t hurt to have Borough staff licensed as B.C.O.’s at some point down the road, and he encourages this on more of an administrative level and not necessarily doing plan reviews and things of that nature.


Councilman McCammon pointed out that having Borough staff licensed as B.C.O.’s would bring income into the Borough.


Councilman Stains, referencing a suggestion made by Mr. Cermak, questioned whether a data base of registered contractors could be created that Borough citizens could access. Mr. Hamberger said that a link could be put on the Borough’s website to link directly to the State site for this information.


President Newcomer restated the motion to eliminate the BOCA of 1996 and to keep Accredited Services as the one B.C.O., and called for a second. Councilman Greenawalt seconded the motion. The motion was passed on a 5-1 vote with Councilman McCammon opposed.


A motion for adjournment made by Councilman Greenawalt and seconded by Councilman McCammon was voted upon and passed unanimously. The meeting was adjourned at 7:02 p.m.
