                                                                PUBLIC HEARING RE: 2011 CDBG                                                                       PROGRAM



Council President Craig Newcomer called the public hearing to order at 7:15 p.m. with the following in attendance:

 

Borough Council Members – Benjamin Greenawalt, Jason Stains, C. Harold Mumma, Wayne Driscoll and Ronald Martin


          Mayor Starliper was absent


          Borough Staff – Lloyd R. Hamberger, II, Borough Manager

                     Denny Benshoff, Maintenance Superintendent

                     Dan Sheffler, Zoning-Code Enforcement Officer

                     Kevin Grubbs, Head of Engineering Services

                     Sam Wiser, Borough Solicitor (Salzmann Hughes, PC)

                     Jason Cohen, Assistant Borough Manager

                     Mark King, Police Chief



Mr. Newcomer noted that the purpose of the hearing was to provide an opportunity for ciizens to comment on proposed uses for the Fiscal Year 2011 State Community Development Block Grant Program funds and on the prior use of such funds.


Geoffrey Knight, a representative of Mullin and Lonergan Associates (the Borough’s CDBG consulting firm), was present to explain the program and answer any questions. Mr. Knight reiterated the purpose of the hearing was to provide an opportunity for the citizens of Waynesboro to comment on the community development and housing needs of the Borough that can be addressed through Community Development Block Grant funds. The Borough anticipates receiving approximately $179,000 from the Pennsylvania Small Communities Program for F.Y. 2011 (this is based on last year’s figures, as the federal budget has not yet been passed). According to federal regulations and guidelines, the activities must benefit low and moderate income persons or be made to eliminate slums and blight in the community. A list of eligible activities was provided to Council, and copies were available for anyone in the audience wishing to receive one.


Mr. Knight explained that the Borough has made use of CDBG funds over the past years to improve the condition of streets in eligible areas of the community, as well as to improve the downtown and construct required handicapped curb ramps at various locations. They have also used the funds to assist the homeless shelter.


Mr. Hamberger stressed that the emphasis of the CDBG funding is on low/moderate income. The staff is working currently with M & L to review streets where surveys will be conducted to determine eligibility for rehabilitation. Mr. Hamberger explained that the public’s comments will be reviewed; and a second public hearing will be held to announce how the Borough proposes to use the funds. He added that the state has not yet set the time limes for submission of the grant application.


Input and/or comments were requested from the public. Those wishing to speak were requested to provide their name/address for the record.


Bernie Gomez, Executive Director of Medic 2 Unit - Mr. Gomez noted it was his understanding that these funds were also available to public emergency services. Mr. Hamberger explained that it would be difficult to prove a benefit to low and moderate income individuals only, but he suggested that their request be provided to Mr. Knight for further review. .


Bill Burcher, Executive Director of New Hope Shelter - Mr. Burcher noted that his organization provides housing and food for homeless people. They are requesting, as they did in 2009, $282 for the yearly premium for the auto policy on the shelter’s van. The van was donated to the shelter for use in transporting individuals to doctor appointments, court appearances, etc. A formal written request will be provided to the Borough.


Having no further requests or comments from the public, the hearing was closed at 7:21 p.m.
