Council President Charles McCammon called the regularly scheduled meeting of the Waynesboro Borough Council to order at 7:30 p.m. with the following in attendance:
Borough Council Members - Richard George, C. Harold Mumma, John Cook, Charles McCammon, Ardie Winters and Andrew Benchoff
Mayor Louis M. Barlup, Jr.
Borough Staff - Lloyd R. Hamberger, II, Borough Manager
D. Lloyd Reichard, II, Borough Solicitor
Denny Benchoff, Maintenance Superintendent
Kevin Grubbs, Assistant Director of Engineering
Ray Shultz, Police Chief
Ron Flegel, Fire Chief
PLEDGE OF ALLEGIANCE: Mayor Barlup led those present in the Pledge of Allegiance.
COMMITTEE REPORTS
PERSONNEL COMMITTEE: No report.
PROPERTY AND PUBLIC SAFETY COMMITTEE: No report. The Committee's next meeting is scheduled for December 13th. Councilman Benchoff made a motion to combine the Personnel and Property Committee meetings for that date. Councilman Mumma seconded; the motion passed unanimously.
STREET COMMITTEE: Councilman George made a motion to relocate a "No Parking" sign on the north side of E. North Street, east of Elder Avenue, 30' west, to provide an additional parking space at that location. Councilman Cook seconded; the motion passed unanimously.
Councilman George made a motion to obtain a loan for $1.3 million, with a tax increase of 3 mills designated entirely for street improvements. The tax increase is to be placed on the tax bills as a separate item. Discussion was held concerning the loan details, such as interest rates, etc. Lloyd Hamberger stated he will report back to Council with the loan particulars once he has contacted other loan institutions to achieve the best rates. The loan is to be structured as a line of credit not-to-exceed $1.3 million. Councilman Cook seconded; the motion passed 5-1 (Councilman Benchoff voted in opposition).
INTERGOVERNMENTAL COMMITTEE: No report.
DOWNTOWN REVITALIZATION AND FINANCE COMMITTEE: No report.
MAYOR'S REPORT: No report.
PUBLIC COMMENT - ITEMS ON AGENDA: Delmos Oldham, Tax Collector, asked about the 3 mill tax increase and if the County was contacted. Lloyd Hamberger stated he had already spoke to the County to inform them of the separate item to be added to the tax bills. Delmos stated he would have his computer programmer set up the system.
UNFINISHED BUSINESS
CONTRACT FOR CDBG CONSULTING SERVICES: Councilman Cook made a motion to award the contract for CDBG consulting services to Mullin and Lonergan Associates. Councilman Mumma seconded; the motion passed unanimously.
TENTATIVE BUDGET: Councilman George made a motion to adopt the tentative 2005 budget, as presented by the Borough Manager. Councilman Cook seconded; the motion passed unanimously.
NEW BUSINESS
RESCHEDULE DECEMBER 15TH MEETING: Council's meeting originally scheduled for December 15th has been rescheduled to December 16th. Councilman Cook noted that he will be absent.

Fire Chief Ron Flegel presented information on the purchase of a new fire engine. Councilman Benchoff made a motion to refer the matter to the Relief Association. Councilman Mumma seconded; the motion passed unanimously.
Councilman George made a motion to approve the Disciplinary Policy for Police Department. Councilman Cook seconded; the motion passed unanimously.
MODIFY 2000 CDBG BUDGET: Councilman Benchoff made a motion to modify the 2000 CDBG budget to offset projects costs for the CDBG streets projects in 2004. Councilman Mumma seconded; the motion passed unanimously.
SECONDARY SEWAGE ENFORCEMENT OFFICER: Proposal forthcoming. Information will be provided at Council's next meeting.
