HEARING RE: 2005 CDBG PROGRAM
Council
President Charles McCammon called the public hearing to order at 7:15 p.m. with
the following in attendance:
Borough Council Members B Richard George, C. Harold Mumma, John Cook, Charles
McCammon and Andrew Benchoff
Mayor Louis M. Barlup, Jr.
Borough Staff B Lloyd R. Hamberger, II, Borough Manager
Ray Shultz, Police Chief
Kevin Grubbs, Head of Engineering Services
D. Lloyd Reichard, II, Borough Solicitor
Others B Erik Genga (Mullin and Lonergan Associates, Inc.)
Mr.
McCammon stated that the purpose of the hearing was to receive comments and
input on the proposed 2005 Community Development Block Grant Program for the
Borough of Waynesboro. (This is the
second hearing required by the CDBG program.)
Council has selected the following items for the 2005 CDBG program:
1. Street improvements in lower income
areas $ 96,089
2. Downtown revitalization including
infrastructure and
building improvements $ 55,434
3. Administration $ 33,260
TOTAL: $184,783
The
hearing was advertised in accordance with rules and regulations of the CDBG
program. Mr. Erik Genga of Mullin and
Lonergan Associates (the Borough=s CDBG consultants) was present to explain the
program and proposed projects, and answer any questions.
Councilman
Benchoff noted that Council received three (3) requests for funding, which were
discussed at the last public hearing. He
asked for confirmation that, even though this disbursement of funds has been
advertised, amendments can be made to include one or more of those requests in
the program. Mr. Genga explained the
amendment process, and recommended that any amendment be made after the
application deadline. He added that a
public hearing would be required, but there would be no time limitations at
that point. Mr. Genga added that any such amendments would need to be in
accordance with CDBG requirements.
Councilman
George asked if Mr. Genga has had an opportunity to review the requests
received in an effort to determine eligibility.
Mr. Genga indicated that the smoking deck at the homeless shelter would
be difficult to approve, but the remaining items are more feasible. Mr. George requested that Council give
consideration to these requests.

There being none, the hearing was adjourned at 7:21 p.m.
