PUBLIC HEARING RE: REZONING ON DICKINSON AVENUE
Council President Charles McCammon called the public hearing to order at 7:15 p.m. with the following in attendance:
Borough Council Members – Richard George, C. Harold Mumma, John Cook, Charles McCammon, Lorena Newcomer and Andrew Benchoff
Mayor Louis M. Barlup, Jr.
Borough Staff – Lloyd R. Hamberger, II, Borough Manager
Ray Shultz, Police Chief
Kevin Grubbs, Head of Engineering Services
Dan Sheffler, Zoning-Code Enforcement Officer
Denny Benshoff, Maintenance Superintendent
Mr. McCammon noted that the purpose of the hearing was to receive input on a proposed amendment to Ordinance No. 937, the Waynesboro Zoning Ordinance. The hearing was advertised in conformance with the Municipalities Planning Code. He then administered the oath to those wishing to comment for the record – Kevin Grubbs, Head of Borough Engineering Services, was the only individual to receive the oath.
Mr. Grubbs gave testimony to the following:
January 27 - received request from Margaret Honodel to change zoning from RL (Low Density Residential) to HO (Hospital-Office)
March 14 - request reviewed by the Waynesboro Planning Commission and recommended for approval
April 6 - Borough Council scheduled a public hearing for April 20th
April 19 - Notice of Public Hearing delivered to Record Herald (scheduled to run on April 21 and April 27)
April 19 - Notice of Public Hearing mailed to residents and property owners of surrounding area
April 19 - posted Notice of Public Hearing in lobby of Borough Hall
April 20 - Four (4) copies of Official Zoning placard posted at property
April 20 - Hand-delivered copy of proposed zoning change to Borough Solicitor D. Lloyd Reichard, II
April 20 - Borough Council rescheduled public hearing for May 4 at 7:15 p.m. (due to insufficient time for advertisement)
April 22 - Delivered copy of proposed zoning change to Franklin County Planning Commission
April 29 - Received proof of publication from Record Herald (from publication on April 21 and April 27)
May 4 - Received approval from Franklin County Planning Commission for proposed zoning change
Hearing no additional comments from Council or the public, the hearing was adjourned at 7:21 p.m.
